Green light for Rutland’s Medi-Tech Centre

Plans for a new Medi-Tech Centre at Oakham Enterprise Park have been approved by Rutland County Council’s Planning and Licensing Committee at a meeting held last night (Tuesday 20th October 2026), marking an important step towards supporting the health and care sector in Rutland.

The proposed £3.5 million facility aims to bring more healthcare services closer to home. Bringing clinical services, diagnostic facilities and opportunities for research and innovation together in one location, the Medi-Tech Centre will support the development of improved healthcare provision in Rutland.

The purpose-built, two-storey centre will provide consultation rooms, two operating theatres, diagnostic facilities and recovery spaces on the ground floor. A dedicated area will also accommodate a mobile MRI unit, helping to expand access to diagnostic scans.

The first floor will offer flexible accommodation for healthcare professionals, research and development partners, and health technology businesses. The centre aims to support new approaches to rural healthcare, alongside skilled employment and economic growth in Rutland.

The centre will be managed and operated by Patient Care Locally CIC (PCL) and is intended to complement existing NHS and health and care services across the county.

The proposed development will provide approximately 915 square metres of floorspace, alongside 40 car parking spaces, including accessible parking and electric vehicle charging points. Plans also include motorcycle and cycle parking, a patient and ambulance drop-off area, improved pedestrian routes through Oakham Enterprise Park and provision for the mobile MRI unit.

Rutland County Council Leader, Cllr Christine Wise, said:

“The Medi-Tech Centre is about supporting the health and care sector in Rutland and helping to bring more services closer to home. It will provide facilities for clinical services and diagnostics, while creating opportunities for research and innovation that can benefit health and care across our county.

“It is intended to complement existing NHS and health and care services, bringing different areas of expertise together to help support the future of healthcare in a rural county like Rutland.”

The planning application was submitted by Rutland County Council and assessed by planning officers. The plans were revised during the planning process, including changes to the building’s design and improvements to access, parking and pedestrian routes.

Planning officers considered the proposal acceptable in principle, recognising its potential public health benefits within an established employment site. Following the submission of further technical information, statutory consultees raised no outstanding objections, subject to planning conditions.

The approval allows the project to take an important step forward, supporting the ambition to strengthen healthcare provision in Rutland and create a facility that brings together clinical services, education and innovation.

Danah Cadman, PCL’s Chief Executive Officer said:

“Receiving planning permission for the Medi-Tech centre in Rutland marks an important milestone in bringing this exciting project closer to reality. The centre has potential to deliver innovative healthcare solutions, support the local community and create new opportunities for collaboration across the healthcare education, research and technology sectors.

“We are now looking forward to working with partners and businesses who share our vision and are interested in being part of the centre’s development.

“This is an opportunity to join us in shaping a forward- thinking facility that brings together healthcare, technology and commercial innovation to deliver lasting benefits for Rutland and beyond.”
